We much regret Chiang Kai-shek's attitude. feel that in the circumstances we should be fully justified in proceeding as originally planned. But, as already stated in my telegram No 1002, we are aiming at a solution which will leave no rancour on either side. Instructions are accordingly being sent to Admiral Harcourt to sign not only on behalf of His Majesty's Government but equally on behalf of Chiang Kai-shek as Commander in Chief China theatre. Please inform Generalissimo accordingly and add that we shall in addition be glad, as we have already said, to welcome a Chinese Officer and an American Officer also to be present at the ceremony.
